Chihaya was asking him for cards because she wanted to play, but the game for the Maester title was coming up, and Taichi wanted to see it, observe it, so he can learn from it, and improve. That is why he said "I can hear her (asking for the cards) but I can't dedicate myself to chihaya (I now want to watch the tv, it is important to me, so I am not bringing that cards).

He meant that he can't be Chihaya's puppy forever.

He has to concentrate on himself and his own goals as well, not just on his feelings, and what he wants to reach, acomplish, and not let his feelings towards Chihaya detour him
