I'm thinking that Kogorou isn't actually as stupid as he seems. He has the potential to be as good a detective as Shinichi or Heiji. The only difference is that Kogorou needs a strong motivation or pressure to do well. All of the cases that he solved singlehandedly (or with only 1 or 2 slips from Conan--besides, Conan has made use of slips by the Detective Boys and Kogorou all the time, ne?) he was able to do so because he had a personal connection and an emotional boost to do so.
