I can buy that the fish thing was filler I guess. Very unneeded filler since it kinda established "Everyone in Fairy Tail is a fierce warrior whenever their teammates are harmed! Even Happy!". Lame when you think about it. Since Happy really does just take up space half the time and actually is enjoyable to watch/read, they should give him a bigger role. IMO, Edolas arc seemed to be building up to the exceeds (Happy and Charle) saving the day and having some dormant power... but instead Gray and Erza show up and it turns out that the whole... almighty exceed thing was just a lie.
