@Kanna, "no one" seems to be pretty context heavy here. It appears that no one in leadership trusted the Uchiha, but Tobi never gives any examples of the townspeople acting out any discrimination.
I'll go on my interpretation on Tobi's words for the time being. Hopefully Itachi will reveal things we didn't know.
