Ryze needs one blue, the second blue. After that 90% of them will have glacial shround and not need the cd reduction and also have assloads of mana. Having the blue at 7:20 makes a huge difference, after and before that no need.

The reason for needing the 2nd blue is to spam the shit out of spells, in order to charge up the Tear Of The Goddess. Any Ryze that doesn't have this by 7:20 is last hitting terribly (though if you havent practiced last hitting with his auto's before he is a total pain in the ass). Even when I miss shitloads I almost always have enough to make this by that time.
