WB, Shanks exist only becouse Marines cannot mobilize strong enough fleet pindown neigther of them. They allways escape, even without a fight and large fleet cannot give chase.
If WB can save Asce from HQ executions with Shichibuaki standing guard, why hasnt he destroyed it like atleast 3 weeks ago ?

Why would he rescue Ace, he have better things to do. And if Luffy can control his Haki then it would still be chance to beat Kizaru.
