could be your setup and or it could just be your internet speed or the seed/leech ratio is bad.
Use
Speedtest.net - The Global Broadband Speed Test to see if its your internet thats just slow. 1mbit connection is 100kb/s on utorrent. That will give you your fastest possible speed.
