I dont think Jinbei considers Arlong being evil they where mates for a long time and Arlong must have build that hatred for humans with all the discrimination in the Grand Line so he just set off to the East Blue and started to treat humans like shit.
So Jinbei's must have had a good relationship with Arlong but what bothers me most since he learned of his defeat shouldnt he know what Arlong was doing in the east blue? ..
