We don't see a lot of Jounins doing a lot of stuff except fighting or paperwork, but either there's a shortage of children or they're all ditching their squads. |
yeah but knowing kakashi (or obito's traits) he'll find sum kinda excuse not to do most of it and ditch.
as for the children maybe not enuff ppl gettin it on cause there mostly dead or impetent
