I don't think its an Uchiha/sharingan related technique too.
But the power to control the 9tails, its certainly not, since he went 8 tails in the battle with Pain and wasn't able to control it. Like you said the only way to control it is by the key the 4th left.

Actually, each sharingan manekyou user develops and uses his own unique 3 techniques. So Kakashi could never have had Amaterasu and/or Tsukuyomi in any way. The only people who can use them are Itachi and Sasuke since they were transfered on him.
Tsukuyomi is used by the left eye, Amaterasu by the right eye and Susanoo by both eyes.
Kakashi only has a left eye, which is the one who developed and uses Kamui. It not possible for it to be the 3rd technique since it would require 2 eyes.
