Kagekusha:
A small population of humans that hold the strongest mental force on earth. After developing complete understanding of themselves and their surroundings, they began to discover the power held all around them. Simply by concentrating they can bend the elements of things around them to their will, mixing parts of air with other elements to create and explosion, instantly growing plants, manipulating water, electricity flows are a few examples of the miracles they can perform. Though very few were able to become this enlightened they do not enjoy each others company to well, being anti-social to all other humans, and finding it unnerving that someone else is just like them. As their minds travel this realm and the next they can detect spiritual beings and see them clearly if they reveal themselves.
Examples of powers-
Mental leap- By focusing time and matter movement on two different areas, this technique was developed to allow near-teleportation of themselves and other minor objects.
Matter implosion- Twisting matter and elements into one small, focused area causes the surrounding area to collapse on the space with such great force that the energy backlashes and creates a shock wave that meets that of getting hit by a train.
Elemental distortion- Distorting certain elements in things like lightning, water and fire can render them useless, by taking all the charge out of the charged parts of electricity, the massive force is reduced to nothing. Water can be instantly evaporated or broken from the moving force to drop in individual water molecules. Fire is simply the release of energy by burning, by making the fueling source of the fire morph, the fire is no more. These are a few examples.

Some new kagekusha need some sort of item to focus on that has sentimental value to them. These often turn out to be old guns, or other weapons.

Kagekusha advance themselves by using and studying combat techniques and participating in combat situations. Win or lose, what truly determines the amount of experience gained is how they perceive, analyze, remember and experiment during combat situations. Oddly enough kagekusha learn almost nothing when fighting each other, however the victor usually picks up on the opponents combat style, if nothing else.
Prolonged use or study in a certain area is also a sure way to unlock new knowledge, as all kagekusha are able to attempt their own abilities (see approving of new technologies) After choosing up to 2 specific areas (at the start) a kagekusha can simply study the line of knowledge for a time, after about a month they can submit their findings and opinions of how the advanced techniques work and possibly new ways to use them. After this they are able to conceive a new ability.
Although the fight must be seen and monitored by another PD member, combat and sparring is a great way to learn about different styles. learning this way means more passive abilities, ironically less attacks and other abilities that are learned in study. After a spar the kagekusha describes to the best of their ability the way they and the enemy fared and fought in the match. A very good way of quickly learning new things is to study, fight, research, and also discuss. If leading kagekusha find that you understand a certain line well enough, they may teach you a certain ability.

Foreshock- When strong wavelengths are sent into key points into nearby earth by a kagekusha, shaking and dislocation of crust can occur, once this happens the kagekusha can take control of the shockwaves and send the energy stored in moving crust up onto the surface. The resulting cracks and land formations allow attacks such as rocks suddenly jutting up, trenches in the ground, and lays the foundation for lava or earthquake based attacks.

Otherworldly connectivity- Through training the mind in spiritual ways, Kagekusha can sense the presence of spiritual beings, allowing all attacks to land without interruption, and prevents them from moving or hiding to where you don't know where they are.

Combustion- The simple task of focusing wavelengths onto any matter and accelerating and heating the material until it bursts into flame, this kind of fire is not normal, and will burn most things that come in contact with it, including water.

Cryogenics- Rather than accelerating gradually, Kagekusha can send instant bursts of decelerating waves to quickly freeze matter, focusing on certain areas ensure almost instant freezing, and larger areas results in a more gradual process.

Electric surge- By making electrons in the air spin and ellipse each other, Kagekusha can create electric fields that can be forces in a direction with a simple wavelength. The result is a burst of electricity at a target that strikes like lightning, however, the surge can be expanded and contorted to create fields and large bursts of electricity at any nearby point.

Air compression- Kagekusha can distort and change elements in the air quickly and form a heavier, dense substance of air that increases the feeling of gravity, oxygen intake, and other elements in a certain area, enough air pressure on one spot can be enough to crush objects.

H2O manipulation- Rather than worrying about several elements, Kagekusha can take advantage of this elaborate mixture and take full control of the substance. Although this allows creation of water from air, the major abilities are breathing in water, dissipating water, and otherwise contorting the water into whatever is neccesary.

Atom acceleration- Using intense focus on a single area near an enemy, kagekusha can take an atom from any nearby substance and accelerate it to extreme energy and release waves of radioactivity. These waves can be deadly in large doses and slow down the victim's senses, movements, thought, and energy process.

Subliminal messaging- By sending key suggestions through communication of mind, kagekusha can eventually extremely confuse the target into performing set actions or stopping current actions.

Nervous system interruption- Kagekusha can send their own brainwaves into the target's system to confuse the receptors and interrupt commands such as movement, sight, and audio reception.

Muscle acceleration- Kagekusha can also concentrate on themselves to accelerate their own muscular system and make blows that have super-human strength and impact, this can also be used to move quicker without a mental leap.

Organic armor- Instead of accelerating, kagekusha can adjust mass, hardness, and cell structure of muscles, creating skin and other organs that can withstand extreme temperatures, impacts and other attacks.
