Rules in one anime don't automatically carry over to others. Bleach sucks in such moments(Plus Kenpachi's fight was concluded in a single attack, Ichigo's mask protected him, and Kenpachi was admittedly out of practice). Naruto normally actually trains for power ups. Chunin are leaders. You could be the strongest genin in the world and not be promoted because you lack leadership qualities. Also check again. Those two guys were just guarding Shikamaru's body. He only scratched Asuma while actually fighting. Hidan has done nothing that would make it seem like his taijutsu skills are elite(other than maybe avoiding Shikamaru's shadow for moments). I say again he failed in his attack on Shikamaru who is not a taijutsu fighter.

You actually just based the fight on a rank. Nothing I've said to you could be taken as "fanboi hatred" I've never left topic.

Also you're basing the fight on just rank again. Even genin Neji would never be caught by Hidan's surprise attacks and he could disable Hidan's body parts.
