Buggy is clearly a character favored by the author since he went through the trouble to make him come back in the last arc!!!
He is annoying but is linked to every important character in the manga: WB, Shanks, Rayleigh&Gold D.Roger, Ace and Luffy, among others. Every single pirate that knows him personnally knows he's awfully weak (LOL WB saying it with his straight face completely cracked me up!) BUT the Marines now think that he was just hiding his -*BEWARE SPOILER

*- strengh and seeing how many people follow him, he easily could be considered as a yonkou.
And then without Sogeking, Robin wouldn't be with part of the Strawhats so watch what you say (I love Robin and Nami, they're so cool~!)
Of course, he will never be a yonkou, Luffy won't become one right after WB's death, I think stuff like that doesn't interest him...I just thought that either Buggy (going with the flow) or Ace could be potential successors but...WB has yet to die!
And BB a yonkou??? Don't be ridiculous: he's a traitor in the Pirates' world, he can't do like WB (I guess Shanks and the 2 others can do that too) and raise a whole army of battleships!
He has I-can't-remember-how-many admirals and so many ships/fleets that I dare you say BB would have the same effect!
He's scum (sorry for any BB fan) and his place among the Shichibukai, known for their trecherous nature -alright there are exceptions, Mihawk being one- is plenty deserved!
