His main power is in the damage link jutsu and he's not half as dangerous after you know about it. Most ninja probably wouldn't mind taking a scratch here or there unless they're fighting poison users. I'm not saying Hidan is horrible at taijutsu but not elite if elite is people like Neji who are completely awesome at taijutsu.
