Ulquiorra answers this question when Grimmjow asks why Ichigo wasn't killed. Ichigo's strength is not in the present, it's in his unprecedented growth rate. In less than a year Ichigo has gone from a nobody to being higher than a normal captain class shinigami, and he's still growing.
