They don't immediately become hollows if spirits don't go to soul society. The hollow transformation comes from feelings inside of hate or regret, or they are turned into hollow by other hollows. Not going to soul society when one becomes a spirit does not make one a hollow. Ichigo was able to overcome his feelings of regret inside the whole in Kisuke's basement and attain the ability of a soul reaper effectively preventing him from becoming a simple hollow.
In a more recent episode Rukia questioned Ichigo about why he is afraid, and she asked him if he was afraid of the hollow inside. This would suggest that all soul reapers have an inner hollow, which explains the ability to become Vizards.
