Fans are not the ones to make a point
Before author makes manga, he allready has some line of events, if not ending, while fillers are made by studio without bigger tought, as they only have a week to make animation, voice and story.
And since Bleach is mostly fight anime, its easy to make fillers. Just few clashes, even if they look lame.
