Well you all start at level 80 with everything unlocked. It stops people from having an unfair advantage from grinding. It can't be used in any PVE stuff, though.
World PVP is how you level up with your character, so you can gain better gear as you go along with that one.
Guild Wars does PVP right <3 balances PVP and PVE skills separately so no need for insane nerfs / buffs all the time (blizzard.)
