It would all depend on how the fight starts

Who attc's first

If both were looking for each other Lelouch would win /not going to go into why coz lots of people are going to take out they infinite book of irrelevant information to try and prove it wrong

If it was sudden close range combat Sasuke(Emo kid) would win

But in average sense naruto character love to chat before a fight which would make it an auto win for Lelouch
