Whoever set up your router can prolly do it easily, it not hard if you know how to get around inside a router.

ask him for a port then go into setting of utorrent and put that port into it and un-check randomize port each time. That will keep you on the same port and runnign at top speeds.

17120 is the example port here and the box is right under it to un-check.
