Psycho-pass Anime Series Coming to Noitamina in October

Fuji TV announced at its Noitamina press conference on Friday that a new original anime title, Psycho-pass will be airing in the late-night television time slot starting this October. During the press conference, a short promotional video showing the title of the program and an image of a gun was played. According to speakers at the press conference, no further information about the series can be given at this time.

Fuji TV's Noitamina programming block began streaming the first full promotional video for Psycho-Pass. The video confirms that the Reborn creator the mangaka Akira Amano is the responsible for the original character designs. Also was revealed that Tomokazu Seki will play a role in the upcoming anime

The character design doesn't really do much for me. The concept/promotional art for an anime is usually different from the the actual in-show art and animation.
