i belive that the only whay that kisuke know's how to make someone become a shinigamy on erth's realm.. maybe in soul society it is a another way to became a shinigamy

but kisuke method gives more power to the shinigamy and that is what he wanted.. that's what ichigo wanted a greater power fast.

true, ichigo is classified as a substitute shinigami and it is kinda strange how ichigo became shinigami because all ppl in soul society have to do is sign up to be shinigami.also technically you have to be dead to be shingami but ichigo isnt dead

We know Soul society keeps in touch with Kisuke. Maybe he realized Aizen was after the Kings key and this town was the only town capable of creating it. So they set up shop of ex-shinigami and the banned shinigami to be ready for the up coming fight with Aizen and his arrancar. Even though the Vizard were wrongfully accused and banned so we think, they might be welcomed back if this mission is a succes...
