I can't remember if they said they put everyone to sleep but I was assuming no. If they put everyone to sleep there is no need to recreate the town. You could just throw them in a pile and be done with it, but they went to the length of making everything the same so I would reason that they left everyone awake and running their normal lives. They just somehow assume no body is going to travel durring this time.

well they dont want the buildings and stuff to be destroyed either, thats why they recreate the town. and like you say, travel is the reason for the sleep i suppose.

Good find. I didn't remember that. But what I just noticed is that most of the top captains are in HM. Zaraki, Byakuya, and Unohona. They are not in good shape for this battle.
