There is no way that isshin could have been, the captain of the 4th division due to captain unohana being the captain in the turn back pendulum, so its most likely the 10th or maybe even the 7th.

Another thing is their hair, dark and... but I suspect Isshin cuts his, because it isn't as long as Kyoraku's.
