I don't think it necessarily means they're afraid, just that his reiatsu kinda causes problems if left alone.
They do seal 80% of any vice-captain or captain who goes to the living world.

In the final Arc Ginjo states that the SS has given him the combat pass so that they can track him and surpress hi reiatsu. I do agree about the sealing about the reiatsu, however why would they keep a track on him. If they were not concerned about him.

Difference between concerned and afraid.
Even if you know a nuke isn't going to be used against you, or that you could handle it if it was, it's still a nuke.
You're going to want to keep tabs on it.
Plus I guess it decreases the amount of hollows Ichigo attracts while in his human form.

Ok so let me correct myself, the SS is concerned however Ichi can pose a threat to them.

If Yamaji didn't use his Bankai against Aizen it probably means that it's not suitable for battle (or Kubo is just silly), or its so overwhelmingly powerful that despite his experience, he cant quite control it. Kido would be useless against Ichigo, as seen with Aizen. I cant see how the old man can win against Ichigo, to be honest.

Well we're talking no-holds barred, or Ichigo using Mugetsu is equally improbably to Yamamoto using bankai.

Yamamoto's bankai could be so overwhelming that it would have destoryed the barriers for the city. Anyway he had a plan that he thought would work with his shikai. After it failed his sword was sealed.

I'd need to see Yamamoto's bankai to call the fight.
