Im not sure we know the rate at which is drains your powers. Rukia was actually slowly gaining her power back as she was in it, as seen when she could perform kidou. So I assume it's rather slow, and enough time had passed for Aizen to notice she week missing, so who knows.

Anyways, I would assume it didn't drain all of Isshins powers. Just taking off the gigai and no longer having to conseal himself, would account for useing powers. It cant be coicidence that his gigai was trashed, Rukia needed a new one, the hogyoku wound up in her, and moments later Isshin can use his abilities again.

But Rukia couldn't really use Kidou. She tried and it was completely ineffectual.
As for your second paragraph, no it would probably not be coincidence, but none of those are confirmed events. We don't even know the exact time Isshin regained his powers.

but isshin was always able to sense hollows still though, he knew when grand fisher attacked his wife, and knew that it was him that killed her. i cant see isshin having been in a gigai with a hogyoku, but more like an untraceable gigai, like the one urahara is using and the vizards are using, coz they still have their powers and all

Well considering a the spell was actually competed and launced desipte it's weak nature means she could perform kidou. True however, as Kisuke and himself make obvious, it was recent.

Well the gigai I was reffering too, is the untracable gigai. Kisuke, nor the vizard are using untracable gigais though. The untracable gigai turns a shinigami spirits into a normal human spirits.

yer i was referring to the gigai urahara and the vizards use, which i thought was the untraceable one considering aizen tracked rukia, u kno making it not really untraceable

Nah, Kisuke and the vizard seem to be using the gigai Kisuke developed in the later chapters of the Pend arc. The untracable is a completely different gigai. It was the fact that he couldn't trace her that Aizen made his move. Shinigami are normally tracable.

There's no designated thread, it's in pretty much every related thread. As of now, none are comfired; however, I would almost consider it fact Barragan is, Starrk is debatable.

i know this has been talked about thousands of times, which i partcipated in most, but still Vasto Lorde, ima be pissed if we've seen one released already. I think its a definite for WW, as for Barragan and Stark, in they're flashbacks they were as human looking as possible, if one of them is a Vasto then the other is too.
