I don't think he intentually made Ichigo a hollow/Shinigami hybrid. He knew it was a possibility when Ichigo wasn't going to be crossing over, but trying to grasp his powers, there on earth.
As Balling said, I don't think the Vizard or Kisuke knew what he was planning, until Ukitake and Shunsui found out. Which took place after Ichigo obtained his powers. They did know Aizen was up to something, but didn't know what. Taking his fathers powers into consideration, and his over flowing spiritual pressure. He did everything he could to make his as strong a possible, as fast as possible.

Yeah, I really don't think it was Urahara's intention to make Ichigo into a vizard, probability is that it was more calculated risk, like:
"As a human he's powerless to do anything, there's a possibility that he might become a relatively weak hollow, BUT there's a possibility that he could become a shinigami, which would be useful"

True that, they need all the help they can getin this war. Kisuke was looking out for the better intrest of society.

that i dont really get... SS relies on kisuke and Yoruichi pretty much to take care of karakura town and yet they still are technically criminals although it was aizen that hollowified Shinji and company and blamed it on Kisuke and the shop Assistant(i cant remember his name i just know he was the captain of the kido squad)used forbidden kido to get them back asap to be healed asap making him a criminal as for yoruichi she helped them escape from SS which made her a criminal. i was watching the bount fights(because i missed them the first time around and was to lazy to go back and watch all that when i could be caught up instead...) and yuroichi mentioned she still couldnt come and go as she pleased... why is that? or did i miss something?

bount arc never happened, forget you saw it.

and SS never relied on them until after they found out Aizens betrayal.

umm how didnt they know that Aizen was evil?? im sure you guys read the manga...

in the manga Aizen was acting mega shady and made everyone into vizards! and then Uruhara and the kido dude both got exiled because of him. maybe they didnt know what he was up to, but maybe he knew he was up to something EVIL!
