that doesnt rule out anything. aizen was experimenting with hollowfication. during his talk with isshin, kisuke talks about how he's seen incomplete arrancar before.

if kisuke see's incomplete arrancar attacking karakura, then he has every reason to hide the hogekyou as soon as he can. the best opportunity was in rukia.
