I think nobility don't have to go through the academy, they train in private or with private instructors.

And it's not so much that he's considered the strongest Ice Shinigami(granted the only other one we know of is Rukia), but that his zanpakuto is, in fact the strongest ice-based zanpakuto.

still its obvious toshiro is stronger that kushiki at that age. and stronger than gin at that age too.

That's very probable, though we don't know much about Gin's true abilities.

true. but IMO opinion toshiro its the epidemy of the Gebius Boy. The golden prospect. The Rookie of the year. Nomited to Most Likely to be part of the HOF.

i think he is not meant to be strong..they wanted to make a cool character and they did..

I think that's just "advice" or "pieces of advice", and I think it's mostly the Editor who gives that(well the editor works for the publisher)
