Personally I think they didn't spend much time on him. Here's how I think they thought him up..."Well, we got every demographic in this show, OH WAIT! We forgot the kid whose super strong one! OF COURSE YOUR ABSOLUTELY RIGHT! Lets give him dragon wings AND ICE! YEAH AND MAKE HIM SUPER COOLLLL!!!11!!1!1"

i just thinks that he way strong then we know he its just not using hes full potanshel of his powers or not using them at the max becuze after all he is a kid.

I discontinued reading your post quarter-way due to lack of grammar, spelling, senste, and interest. Toshiro is by far the weakest of the captains; there is no information about HOW he's lasted so long against the 3rd Espada. Maybe it's cuz Halibel is 4th strongest, and TK wants to make it seem she's weaker than originally perceived.

I love (not at all) how fighters are matched up so that the good guys have an advantage.. OR that the 2 combatant's ideals are similar.

I think they did spend a good amount of time on him. I get more screen time then most of the characters on bleach. We seen his past and in the movie bleach diamond dust rebellion they showed him when he first got into the 13 squad and how he got his sword. So they did spent a good amount of time on him.
