I guess it'd be like radiation exposure, you need it over an extended period of time.
All that time he spent in school with friends the most he did was (I'm ignoring godcube) allow them to see spirits.
I'm surprised Yuzu isn't spazzing with all the reiatsu spam, though.

Yuzu is half shinigami right?
besides she didnt came that much in contact with ichigo while in shinigami form, dont count fillers.(i know this is the manga section)

And of course situations like this happen all the time?
Plus, the actual effects of reiatsu have been iffy at best since SS ended, it's not like most people should be capable of standing when Kenpachi is close by either.

She lived with him for years before he got the badge.

Yeah, but his reiatsu didn't begin to flow until the first episode, which is why they were attacked by a hollow(and why Rukia got owned by said hollow).

Hollow and spirits were targeting him for years because of his yummy reiatsu, right?
I assume it'll be used as "foreshadowing" for the super interesting information about his special birth.

he had higher reiatsu than those other humans then, his reiatsu started leaking after he became a shinigami

Ah, I assume http://i38.mangareader.net/bleach/49/bleach-1586404.jpg means that he only started leaking when he gained shinigami powers.
But that implies that he only does it whilst in shinigami form.

Do you have a better page that says he started leaking only after he became a shinigami?
