It only restricts him while he's wearing it, so once he jumps into shinigami form his reiatsu is free to flow again. At least that's what they made it sound like.

Well that's kinda confusing still. Why didn't his reiatsu crush everyone once he first learned to access it?

Also, what difference does it make if he's in human form or not? Couldn't he cause probs being near ppl as a shinigami too then?

there is a big difference, if you go to school with same ppl everyday. he will effect others like he did for example to chad.
when he is in shinigami form, he walks around killing hallows and then turns back into human. he doesnt stay long in shinigami form, anyway not next to other humans

How about in the manga right now? Isn't he close to a bunch of humans in shinigami form? Ppl who can sense reiatsu (like Karin and Ichigo's school friends) would be fine but others (like Yuzu and probably Ikumi?) should be endangered.
