    If the 9 year old is actually sexually active then I would say that is a problem and be reporting that issue. If she just likes having boyfriends in that kids kinda way, then I think using the term hoe on a kid is a bit uncalled for. I actually would not call a prostitute that, just because I don't like to insult people and it is not business.
