a story idea i had for a manga "Shelter 1"
Just something that came up while i was having a dreamless night... The motive was to think up something clever "death noteish" style plot for an interesting story for a shounen manga. I don't know if a similar story already exists... if so... then all has been in vain 
Working title: Shelter 1
Alternative titles: Double X Minus, False Positive
Synopsis:
In the near future societies are built based upon popularity, where people are ranked by the impression they leave on others; be it facebook, twitter or real life. This decision was forced upon humanity by the fear of terrorism and crime after a series of severe attacks against several key installations around the world. In order to counter this, the world governments placed a desperate law to make the people control themselves. Everyone watches and everyone votes… in this ranking system called as the “Shelter 1”.
Extended synopsis:
Each person gives one vote every month to one another person. This vote will be either +1 or -1. The total score will change according to the votes. You can’t vote for yourself, and furthermore, if you give a minus vote on someone, you will get one minus vote on your account as well. When a designated amount of minus votes is reached, you will be investigated and possibly “dealt with” by the government special task force called the Arbiter organization. The number of minus votes you can receive is determined by your close network of contacts called as the “buffer”. The buffer is increased every time as you make new contacts, though be wary, not all are as they seem.
Voting system Shelter 1:
Once in every month the voting system “Shelter 1” will be initiated. During this event every person will give a vote to another person in their predetermined society, meaning that you cannot vote for a total stranger. Failing to vote will result in an automatic minus vote on the account. In Shelter 1 the vote can be either +1 increasing that persons total score, or a -1 vote that decreases it. If a minus vote is given, the voter will also receive one minus vote as well. This rule was set to prevent misuse of the system and to give the Arbiter organization a better way to supervise the voting patterns between certain groups of people. For example, one person cannot continue only giving negative votes, as this would result in his/hers own disadvantage.
People will continue voting each month and every persons total score will change depending on the Shelter 1 results. Receiving no plus votes for a long period of time might also give a reason for investigation, which encourages people to either make more contacts to improve their “buffer” and/or to improve their acceptability in the society.
There are many people who do desperate and even drastic measures to receive positive votes, or even try to plant negative votes.
Is it better to deceive? Or is it better to be the good citizen? What would you do to improve your score in Shelter 1?
