Simple thing, really
I have a few favorites but my top favorite is Frieza

His fight (with the others (then with Goku) lasted in total about 30 episodes (a few more actually)
thats 15 hours...I watched it all once, almost died lol
And he didn't even die...
Thats one tough customer, even if he wasn't the most powerful villain, he sure lasted the longest!

Rob Lucci, that saga was my favourite and i loved the fight that he had with luffy.

Impossible to answer. Aizen, Yugiro, Lucci, Crocodile, and dozens more in any show worth watching.

there are really too many to chose from. there are some like aizen who are awesome with their cool attitudes. and then there are some like black knight girl off of elven eyes (forgot her name) who are willing to rip open your stomach or kill your loved ones in a gruesome way to get what they want. and then ones like Rob Lucci who are into the whole dark justice thing. just too many to really chose the best now worst would be easier. like naraku or however you spell that inuyasha guy's name. i hated that guy. he didnt even really do anything. just messed with people to make them hurt themselves.

Lelouch from code geass, hes not only the main hero but the main villain as well.

He's like the ultimate best character ever, he does it all!

Naraku was one of the best people on the show(not saying much). It's like most of the time he's doing nothing and spying on people but some days he'll wake up and say "I think I'll completely ruin someone's life today."

Well, since Wesker isn't an anime villain (/sadface), I'd have to say the final form of the Antispirals in TTGL. Come on, who DOESN'T love a villain that can throw galaxies / shoot big bangs at you?

Byakuran from Katekyo Hitman Reborn and Pain from Naruto. Easily the best villains in an anime IMO.
