Default Anime/Manga Censorship Regulation in Tokyo

the whole thing if someone wants to read it
Bill 156′s Total Scope | Dan Kanemitsu's Paper Trail

in short, but not all (just keep in mind that this is going/could affect a lot of manga, including your favs)

A legislative proposal that aims to amend the current child pornography law was submitted on the 24th of February this year and being reviewed by the Tokyo’s committee. According to sources, it might not be long before the committee starts to vote on the proposed law, and the voted results could become law by this October.

In the proposed amendments, depiction of non-existent youth (yes, that means 2D characters) aged below 18 will face restrictions and in addition to that, internet usage for Japanese minors will be restricted through usage of filtering software in both internet cafes as well as mobile phones.

I guess female characters in shounen will jump up in age a bit. :x

well the governor is an idiot, the funniest thing is the bill excludes novels and live action materials from the scope of the regulation because the governor himself writes Novels with a lot of un-appropriate material like rape scenes, gore etc (one of his novels even got a movie) xD
he just hates mangas and anime for some reason

with this Seinen and Shoujo would be pretty much ****ed, especially mangas like Berserk

that reminds of parental advisory in cd's
at first everyone will get a restriction and then manga sales are going to take a blow upwards since what is restricted is always more tempting...

seriously the man is an idiot

the most important part of that low is

which arouses or stimulates the viewer’s sexual desire.
If someone considers a naked 1 year old infant is sexually arousing that the Japanese censorship people deserve to die.

I don't think the law refers to a 1 year old as sexually arousing.

not really

those mangas are going to be labeled as adult only (+ 18) and should not be sold where minors can see, which severely restricts where it can be sold.
You know how most seinen magazines are sold? At stands. At vending machines. Places where adults going to work can easily pick up. This bill will prohibit it from being sold at those places, which would pretty much completely destroy the seinen/shoujo market

this is a pretty serious thing because the bill is to vauge (we dont know the limits of it)
portion of the bill states it prohibits SWIM SUIT DEPICTION, if they deem it "sexually suggestive"
