Life never truly begins anymore, it seems as though life is only a mere memory these days, a mountain that looms over the horizon, never to be reached by the hands of humans. The humans these years have just kept to the shadows, never actually grasping the wings of life, living an empty and hollow life and leading a lifestyle that never changes, a lifestyle that stays the same. From the outside, they seem to be free like a soaring eagle but from the inside, they are dead, dead from the lack of life that prowls the streets in small morsels, too small to even give life to a baby. Many humans are left without lives and begin to slowly get consumed by their own desire to live and they than enter the dark state of mind where they wander the streets aimlessly and lose their human shells.
Life is very scarce within the land of Earth and only a handful of people get to truly hold it whilst the rest live empty lives. These people are classified as the “Ningenkai”, the true humans who ponder the land. The Ningenkai are stationed in remote cities scattered around the world as the “Konpaku”, the human shells that do not hold life, are scattered throughout the burning world. When a Ningenkai is born, they learn nothing about the land beyond their assigned cities and live normal lives, but if a Konpaku is born, it is cast out into the world outside and slowly dies along with the rest of the Konpaku. No Ningenkai are permitted to leave their cities or they will join the Konpaku and any suspicion of the outside will also be punished with Konpaku transformation.
This is law#36, issued into order by the head military bureau in the year 1978, during the seventeenth day of the cold period. All Ningenkai must live this rule or their lives will be taken by the Military and the shells to be cast into the outside world of Kokushibyou, the land of Black Death. Though the Military keeps the land of Kokushibyou out of the ears of all Ningenkai and keep it as dark secret that remains hidden from all humans in the cities.
The Military consumed the whole world in the year, 1967 and quickly ruined the lives of all the humans, both the Konpaku and Ningenkai. All organic material was removed and replaced by steel and grains of dirt. The crops and trees and grass was stripped from the land and stored away, never to be layered upon the land again. The world began to become industrial and all the houses were replaced with crudely built steel houses and all wooden and stone homes were disposed of. This order was put in by the Military leader himself and the world soon became a wasteland. All of the people who used to know the sound of birds chirping had to adjust to the sound of factories and automobiles and they had to remove the sense of freedom from their brains and they became prisoners to the Military. It was because of the disposition of organisms that the world began to suffer and life began to disperse. The people despise the Military but cannot show their true feeling for the Military will hunt them down and remove their lives from their bodies. Even while children grow up, they begin hating the Military as well but their anger for the uniformed officers was nothing compared to the hatred that leaked from the Ningenkai who had once tasted the life before the Military showed up.
The green uniformed unit’s wander through the Ningenkai cities at all times and keep their eyes on every living soul in the city and the night watch is even more watchful even though not a single Ningenkai has actually seen the Blue uniformed night watchers but the rumors say that they aren’t even human, but demonic souls from the pits of hell itself.
Any human who wanders off schedule or engages in suspicious activities will be stripped of his life and stranded in the Kokushibyou for the remainder of there physical lives.
This is law#67; all Ningenkai must follow the schedule and cannot wander off without a Military unit accompanying them. This rule also applies to Lunch Period and Marketing Period and Ningenkai must remain within the perimeter of the assigned area?
