OOC stand for Out Of Character, it enables you to make comments and questions in rp threads without breaking character or the story.
If you're interested in rping, there are a few rps which are actually active at the moment, as sadly White's rp (the one you were looking at) never really took off.

OOC is out of character chat and these days we have threads for that. The best place for RP chat is the main lobby
