Yes he went 4-tails and how strong he was ? Orochimaru was able to held him off, a guy that lost to Itachi... And as you have seen with 4 tails he cannot move. Standing and fighting is problematic for him

first it wasnt itachi at 30% of his power it was 30% of his chakra, if it was only 30% of power all around he would be the strongest character in the series. second of all i didnt say naruto was a beast and could win every fight in shippuden i said he improved alot from the first series
