Chidori is WAY faster than rasengan, but rasengan is way more powerful....so thats kinda hard to decide <.< But with speed you get a better advantage so....

yeah but no matter how hard you try Rasengan slows you down while Chidori bursts your speed as long as you run in a straight line or else Chidori doesn't make you any faster but more speed is more power and Chidori is lightning and visible chakra while Rasengan is rotateing chakra at high speed in the palm of your hand

u cant say chidory is faster than rasengan because sasuke is faster than naruto to start with....as said it depends on the speed of the person

Back to the element crap. If an attack has no element, that means its affective against basically anything. And the speed thing. It depends on who uses it.
