i'd go with rasengan

Chidori is pretty restrictive, as you pretty much need a sharingan in order to use it effectively.

the base rasengan like jiraiya uses it is the unfinished rasengan, the finished version is that when your add your element to it

the 4th hokage doesnt lived that mutch to do that...jiraiya teached naruto the base rasengan (and he thiought that no1 can complete it lol) but Naruto completed it so that the real rasengan is now narutos fuuton rasenganshuriken, so yes rasengan is a wind element jutsu
