You guys are forgetting something. Tsunade used Katsuyu to protect the villagers from Pain's Shinra tensei. That means that almost no one died.
And even if they died, that attack didn't wipe Konoha entirely. Sasuke wants to kill EVERYONE in Konoha. Massacre Mayhem Carnage - is what he is about to do.
