And Neji would have to start Kaiten before Sasuke executes it, because it's too fast otherwise.

Also Neji's byakugan has a range of a few kilometers, somewhat shorter if he uses 360 degree vision.

neji would be able to see him start the jutso and what element it is while susake is creating it so gives him loads of time to dodge it or stop him from using it

All eye kekkei genkai(sharingan,byakugan,rinnegan) can see the chackra circulatory system and the element of chackra. The difference of the byakugan users is that they have 360 degree vision and they have special taijutsu techniques to mess with the body's chackra system.

Perhaps not the circulatory system, but they can see something... That's why Kage Bunshins aren't effective against Sharingan users, because they can tell which is the real one. ^^
