I don't really like Danzo but probably for the alliance he will be the best leader, because he have more information about Akatsuki than any other Kage; as for the others: Garra is too unexperienced as commander, Raikage too impulsive and Tsuchikage too old.

However from the other perspective Danzo Raikage and Tsuchikage are reasonably well known and were active in ninja world for many years and therefore have many grudges against each other, an because of that they may choose Garra or Muzikage to lead the alliance just becase they are relatively unknown and nobody have anything against them personally.

Aslo another argument against Danzo: I think his reputation as a cunning person, are known outside Konoha as well, so its another reason no to trust Danzo.

Really good chapter. The discussion didn't took as much of a predictable direction as I thought.
I hate the Tchushikage. As it seems the only modern thinkers of the 5 are Gaara and the Mizukage.
I think Kankuro must have a new puppet, looking forward to see him fight.
That mist swordsman Chojiro's sword seems too wide, and its wrapped up, maybe it has some special ability like Kisames.
Nice knowing the 4th Mizukage was the 3tails host.

Also I started liking Danzou even more now :O

Oh and I give Sakura 2 options now.
1) commit suicide
2) get raped and killed while making a ***** out of herself on the Raikage to change his mind about Sasuke.
