Yes you're right, it is dependent on the stronger technique in this case.
But i'm sure that Killer Bee, being a kage status raiton user, can run enough electricity through the river to give Kisame some thorough stuns. And No I don't think KB is going to light up Kisame like a christmas tree lol

at the same time though i figure Kisame is Kage status wit his water also. he has used nuthin but water techniques and one of the strongest characters
