I don't know too much about all the Akatsuki members but I'd say Kisame since all he's got is a chakra stealing sword, Itachi as his partner, and I think some speed, correct me if I'm wrong though.

Again.Overrated and Underrated has to do with what people think of some1.
Its totally different from weak.This means a strong one can be overrated if the people think so.

Most people think that he is the weakest.He is no1 in the weakest member thread poll.This means he is underrated...
Anyway i voted for Hidan, but i rushed it. People actully can see that he is not from the strongest ones in Akatsuki.
If I could change my vote , I would vote for Kisame or Kakuzu(explanation for the dummies: I am not saying that these 2 are weak.They are strong but not as strong as people believe).
