It's Uchiha Madara of course. Just cuz we haven't seen as much of his powers as Itachi's don't mean Itachi's stronger. Which Itachi already isn't from what we know, so it's obvious Madara was and IS stronger. Madara > Itachi > Sasuke > Kakashi > Obito I didn't count in a certain person due to spoilers... He's still not stronger than Madara I bet so it don't matter.
