Rasengon is not wind element it's just pure chakra.

But im pretty sure that he could use some type of wind jutsu with the help of the sharigan

I don't remember him using wind element so maybe not...

but remember that the only jutsus he cant copy with the sharigan are those which are bloodline jutsu or those that exceed the amount of chakra the user has.

Yeah,that's true but I want to see Kakashi use wind element with my own eyes.

He can't. It's not one of his elements so he can't use it, simple as that.
Even if he could copy a wind jutsu he couldn't actually execute it since he doesn't have wind chakra, it's just like a Kekkei Genkai.
He's also never used fire jutsus because it's not one of his elements. The anime studio screwed up because Kishimoto hadn't introduced elemental chakra yet and thought elements were just styled ninjutsu that anyone could use.
