I dont think Jinbei considers Arlong being evil they where mates for a long time and Arlong must have build that hatred for humans with all the discrimination in the Grand Line so he just set off to the East Blue and started to treat humans like shit.
So Jinbei's must have had a good relationship with Arlong but what bothers me most since he learned of his defeat shouldnt he know what Arlong was doing in the east blue? ..

Wait, nobody thinks that Jimbei is angry at Arlong?
He took over when Jimbei left, they had to have a brawl imo

well, jinbei left to join the shichibukai so it's not weird at all
btw, i'm starting to hope that jinbei joins the straw hats, everyone seems to think they could use a fishman in the crew
and as for strength i'd say he's around zoro/sanji level, maybe a bit stronger so that's acceptable

True, I read russian translation where it says

Jimbei was told to leave Arlong and the rest behind if he wanted to be Shichibukai, didn't he?

I definitely feel Jimbei would feel ashamed of Arlong. Well not of Arlong but of what Arlong became because he created Arlong in a since. Hell Arlong might have become the way he was because Jimbei left and became a shichibukai and if that's the case Jimbei might have been planning to take care of Arlong himself. Since luffy beat him to the punch though I could see Jimbei needing to fight luffy because of his "code." Especially if Jimbei believed he could have "saved" Arlong from his ways but his defeat at Luffy's hand lead to Arlongs death and disgrace.
