I think you're question is backwards. Shiki would more then likely dominate zeff, even when zeff was in his prime.

on the basis of? I dont see much reason to put zeff above sanji, since sanji took his style and approved upon it.

there isn't really much implication zeff did anything amazing, aside from surviving in the grand line, which doesn't mean much in front of a guy who went toe to toe with both garp and sengoku.

well he was considered a good fighter , unlike shiki , he kicked the foes until his legs were soaked with blood , i think its too much for shiki

Dude, it was never even confirmed that Zeff sailed in the Grand Line that much. We never heard anything about him going to the New World. There's no reason to assume he did.
